The Clark County Assessor's Office locates, identifies, and appraises all taxable property accurately, uniformly, and equitably in accordance with Indiana law. Every year, the Assessor's office performs a trending analysis of all real parcels. Trending is a way of assessing the value of real estate to account for changes in the marketplace. It requires assessors to research sales of properties in a particular area over the previous 14-month period. Using that information, we then estimate the values of other properties in the same area to determine an assessed value. Since property values rise and fall over time, annual adjustments ensure an assessment reflects market value-in-use of a property.

Assessments are used as a way to divide an individual's burden to the overall levy that is established by each government unit. After the gross assessed value is determined, the Auditor applies deduction and other credits which also shift the overall burden.

The Clark County Assessor's Office handles a wide array of additional tasks:

  • Oversees the Cyclical Reassessment process.
  • Calculates the total assessed values of all personal property in each taxing district.
  • Verifies and reviews the self reported values of all personal property in each taxing district.
  • Certifies current Assessment to the County Auditor's Office.
  • Serves as Member/Secretary of the County Property Tax Assessment Board of Appeals.
  • Administers Sale Disclosure Process.
  • Discovers and identifies omitted property.
  • Processes Not-For-Profit Property Tax Exemption Applications.
  • Mobile home Assessments and notifications.
  • Yearly Form 11 mail-outs (Notice of Assessments before tax bill).
  • Processes Classified Forest applications.
  • Processes tax abatements for Personal Property.

Property Tax Assessment Board of Appeals (PTABOA) Hearings

PTABOA hearings will be held the second Tuesday of each month starting at 1:30pm in the Clark County Government Building Room 418.
